About the Project

Project Overview

Chrysalis conducted an independent impact assessment of the Integrated Decentralized Solid Waste Management (IDSWM) initiative across four wards of Bhubaneswar. The assessment evaluated the effectiveness of decentralized waste management systems, adoption of source segregation practices, operational performance of waste collection and processing infrastructure, stakeholder engagement, and long-term sustainability outcomes.

Through a mixed-methods research approach, Chrysalis assessed behavioural, environmental, social, and economic outcomes while measuring the project's contribution towards reducing landfill dependency and strengthening urban waste management systems.

The assessment incorporated the OECD-DAC evaluation criteria to analyse project relevance, effectiveness, efficiency, coherence, impact, and sustainability. Chrysalis also undertook a Social Return on Investment (SROI) analysis and mapped outcomes against relevant Sustainable Development Goals (SDGs) and national policy frameworks, including Swachh Bharat Mission, Swachh Bharat Mission Urban 2.0, Solid Waste Management Rules 2016, and the Smart Cities Mission.

Deliverables

Key Outputs

The assessment documented widespread adoption of waste segregation practices, improved efficiency of decentralized waste processing systems, enhanced safety and capacity of sanitation workers, and significant reduction in landfill-bound waste. The study estimated an SROI ratio of 7.51:1, demonstrating substantial social value creation through environmental improvements, behavioural change, resource recovery, and livelihood generation. The engagement culminated in a comprehensive impact assessment report containing evidence-based findings, stakeholder insights, outcome analysis, sustainability assessment, and strategic recommendations for future program strengthening and scale-up.
